Community Independence in Social Forestry Management and Government Support Through Green Investment and Ecologically Based Incentives

Introduction
During the economic recovery due to the COVID-19 pandemic and the ban on palm oil exports, smallholder communities faced additional pressure from policies that could worsen land management and increase deforestation and forest degradation. Inclusive environmental governance and supporting economic development is very important, requiring support from the sub-national to the national level. Law Number 11 of 2021 concerning Job Creation requires major changes in all sectors, including forest and land management adjusted through Government Regulation Number 23 of 2021. The Social Forestry Program from the Ministry of Environment and Forestry is expected to contribute significantly to sustainable forest management, increase community resilience to global crises, and encourage the rural economy, supporting national economic growth. KLHK Regulation Number P.09 of 2021 encourages regions to develop integrated areas based on social forestry to improve the community’s economy and integration between sectors. Ketapang Regency, with 18 social forestry permits covering 10,180 hectares and 6,970 community members, has the potential to build an integrated area model based on social forestry. This model can take advantage of collaborative initiatives between social forestry groups, the private sector, and non-governmental institutions in Ketapang. This initiative is expected to be a pilot model in West Kalimantan Province, supporting the development of social forestry-based rural areas in every province in Kalimantan.

Project Objectives
Promoting inclusive forest and land governance and local green economy development through social forestry-based DIA and stakeholder collaboration at the regional and national levels.


Methodology

This project is implemented in three villages in Ketapang Regency: Pangkalan Telok Village, Tanjung Medan Village, and Sepakat Jaya Village in Nanga Tayap District, with an implementation period of 16 months from January 1, 2023, to April 30, 2024. A series of activities involving coordination among various parties—including local governments, non-governmental organizations, companies, village communities, and supporting institutions—will be conducted throughout the project.

Before starting the project, a thorough situation analysis is conducted to identify the problems, potentials, and challenges in social forest management and village development. This analysis is essential for designing a strategy that fits local needs and conditions.

A participatory approach is a key principle of this project. All stakeholders are invited to engage in every stage of the project, from planning to implementation, allowing them to contribute, provide input, and share suggestions.

The project also focuses on training and capacity building, aiming to enhance the knowledge, understanding, and skills of stakeholders related to social forest management and sustainable village development. This will be achieved through training sessions, workshops, and other activities.

To foster effective synergy, the project encourages cross-sector cooperation between local governments, non-governmental organizations, companies, and village communities. By involving diverse parties, the project aims to create effective solutions to existing problems.

Integrated mapping and planning will be conducted to align various aspects of village development, including social forest management, with the overall village development plan. This approach ensures that all elements are coordinated and supportive of each other.

During and after implementation, periodic evaluations will be carried out to assess project progress, identify challenges, and evaluate success. The results of these evaluations will be utilized to make necessary improvements and adjustments, ensuring the sustainability and effectiveness of the project.
